1. Administration:
a. Annual Vote for District Chief – Current DC may maintain position, approved.
b. Other Administrative Matters – No discussion.
c. Movement of Georgian YC to TORW from TORE District – No issues, discussed possibility of new district for off Lake Ontario, but this is not a pressing need.
2. Reports from the District Clubs:
a. Roundtable Reporting – Updates from clubs. Discussion focused on improving area racing, regattas and the new Toronto East Long Distance Series hosted by FBYC and WYC. It will include ABYC and Bluffs clubs in 2015.
3. Updates and Changes for 2015 from Central Council
a. 1 Second adjustments – Unanimous approval of this change.
b. Rule 10.5 – Presentation of materials provided to Central Council, including photos of boats which now cannot obtain ratings. TORE will use these to decide what can / cannot be rated for future ratings. Discussion around the Martin 243AL issue. Owner of this now unrated boat will likely leave racing due this decision of PHRF-LO. Rule approved by district with caveat that wings are not just a slight concavity in hulls and reflect example photos shown, i.e. UFO 28, Kiwi 35.
c. Mainsails – Discussion on main area measurements, details proved by James Dike. Timing of measurement and training discussed. No issues with proposal.
4. New Boat Handicaps
All measurements are in decimal feet and pounds as provided by the proposing PHRF-LO TORE club handicapper. Rating discussion not in order discussed.
a. Skud 18.2 Mk.I & Mk.II CLS Paralympic – Whitby YC – James Dike
The Skud 18.2 Mk.I & Mk.II CLS Paralympic is a two-person boat with centerline seats (CLS) used in the Paralympics. The boat design and one-design (OD) rules are approved through the International Association for Disabled Sailing (IFDS). There is a plus six (+6) custom/modified (cus/mod) adjustment to override the carbon fibre mast adjustment of -6, since the class considers there to be no difference in performance. The boat is designed to sail with two and one of the crew must be seated in the helm position seat. The other variants, either the two (2) Person Open or three (3) Person types cannot be rated under PHRF-LO due to the fact that it includes the use of trapeze. The boat carries an RYA Portsmouth Number of 1000.
Rating: SP 165 FS and SP 222 NFS, -6 PTF is included. (PTF - Excluded it is FS 171, NFS 228).

1970’s Doug Peterson design, typical of the Era. No boats currently on Lake Ontario. Majority of rated boats on the Chesapeake and in YARLIS.
Rating: SP 96 FS and SP 120 NFS, -6 PTF is included. (PTF - Excluded it is FS 102, NFS 126).

c. Glen L-36 Mod. 1 – Frenchman’s Bay YC – Bob Hickson
This boat is a modified version of a Glen L-36 design that was homebuilt. The modification covers a shift in the position of the mast from the standard boat, a modified transom resulting in an increased overall length to 38.00’ from 36.00’, a reduction in J and JSP from 16.50’ to 14.52’ and a reduction in beam from 12.08’ to 11.58’. Boat was raced in 2014 using a 184 NFS rating which was not particularly competitive.
Rating: SP 168 FS and SP 189 NFS, -6 PTF is included. (PTF - Excluded it is FS 174, NFS 195). This rating may be subject to further district discussion.

d. Jeanneau Sun Odyssey 33i – Lake Simcoe YRA – David Morton
The Jeanneau Sun Odyseey 33i is a modern production boat from Europe similar to boats from Beneteau 331, Delphia 33.2 and Hanse 342.
Rating: SP 126 FS and SP 147 NFS, -6 PTF is included. (PTF - Excluded it is FS 132, NFS 153).
