Meeting called to order at 7:06 PM, with sufficient clubs to allow Initial SP assignment without conflict of interest. Presenter abstained from boats they presented
New Boats to rate:
IMPULSE 21 KYC (Chris Walmsley): Moved by Jan Huus / Second by Dave Poulin that an initial SP of 180 (with PTF applied) be assigned. Carried. Completed Worksheet attached.
Discussion: This boat raced in 2021 with a provisional ASP of 182. Based on results from that season, this is attainable. The boat is well prepared and the owner is a knowledgeable sailor.
CONTESSA 35 MOD KYC (Chris Walmsley): Moved by Dave Poulin / Seconded by Melissa Goudeseure that an initial SP of 117 (with no PTF) be assigned. Carried. Worksheet attached.
Discussion: The MOD for this boat was a changed KEEL. The CONTESSA 35 is a known boat, although new to PHRF-LO. Given its history it was determined that the PTF is not needed. Estimate for CONTESSA 35 established, then a -3 Adjustment for the modified KEEL was applied. The owner is an experienced sailor, and raced this boat in 2021 with a provisional ASP of 133. The boat although aged, is prepared in good condition. Based on results, this rating is appropriate.
KIRBY 30 MOD 4 PEYC (Mike Bowland): Moved by Chris Walmsley / Seconded by Dale Harron that and initial SP of 126 (with no PTF) be assigned. Carried. Worksheet attached.
Discussion: The MOD for this boat was an addition to the keel. This boat mirrored the KIRBY 30 MOD 2 very well, except for the KEEL. A -3 adjustment was applied to the KIRBY 30 MOD 2 rating. Given the history available for the KIRBY 30 it was determined that the PTF need not be applied. There is a question as to what the base for the KIRBY 30 is, specifically the DRAFT. References were found that indicate the DRAFT is 5 ft or 5.5 ft – information coming from manufacturer states both.
TARTAN FANTAIL PEYC (Mike Bowland): Moved by Chris Walmsley / Seconded by Dale Harron that the initial SP of 132 (including PTF applied) be assigned. Carried. Worksheet attached.
Discussion: This boat comes in three variants: Daysailor; Weekender and Sail Trainer – The weekender upgrades Head and Galley, while the Sail Trainer replaced the Teak with Fibreglass. All use the same hull, rig and sail plan. The manufacturer claims that there is no change in displacement. The rated boat is equipped with an electric engine. Indications are that the batteries are installed midships, so this may have an impact on performance. This should be monitored.
FARR 38 SD COBA (Bill Visser): Moved by Jan Huus / Seconded by Mike Bowland that the initial SP of 99 (no PTF applied) be assigned. Carried. Worksheet attached.
Discussion: The change for this boat was the replacement with the KEEL with a SCHEEL design. Since the FARR 38 is established with a history the FARR 38 rating was used, and -3 adjustment applied for the KEEL.
Other Business: Another boat to rate (FEELING 32) from CVGR is pending. We have a second meeting scheduled for April 26 is the worksheet is ready. Bruno will advise is the worksheet will be ready as measurements will need to be taken from the boat itself.
